What are they and why are priced as they are?

Here is what I know:
They were priced to jump start an Ariel Atom spec racing series. The first ten units, the founding members, were sold in a matter of days. The 32k price is over. From car number 11 and up the price will be higher. Not painfully higher. These Atoms have a single brake light and no turn signals. They will all have white gel coated body panels and black satin finishes. They will not have fenders. The car will have extra structural supports in places like the floor under the driver. There will be a non-removable permanent roll bar structure that does not interfere with removal of the engine. They will have a single after-market aluminum seat and racing harness. (it is not clear to me if a passenger seat will even be an option) Their suspension, brakes, instrument clusters, and many other components will be different then the "Street Atoms". They will be MIG Welded, vs. the TIG of the street Atoms. They are not intended to be "Streetable".
Wasn't this program already started in China?
Please correct me on any details that I'm wrong about.
