That thread is a little outdated and there have been a few updates. One is that they don't run out of numbers each year now. At least it has been that way for the last three years.
Also the local bar referee no longer makes the approval call. He submits your info to the head office and they approve it and then you go back to the bar for the sticker. So it's now a four step process. Otherwise it's pretty much the same.
