If it's not clogged fuel pump socks/fitler from that deteriorating gasket, then it's probably the lemon Cobalt fuel pump from 2006. Mine behaved in much the same manner. I took it for a spin up a mountain, full throttle started sputtering, then 75%, then 50%, etc. Always idled fine though. I replaced the fuel pump with a non-GM one and it has not been a problem since.

I stand corrected.
Either way. I replaced the pump and it was no longer an issue. Socks were not clogged, neither was the fuel filter.
