Its an SPA dash.
SPA sacrifices a small chicken in a voodoo ritual to get them to work. Sometimes the ghost of the chicken lives on in the dash causing occasional problems like this. personally, I put a small amount of hay on the back of the dash and the ghost chicken nests there and tends to cause less problems.

In Top Gear S18E06, James May staps himself into a Caterham and then notices he's left the steering wheel on the bonnet and can't reach it without undoing his harness. He starts the car and blips the throttle to move the car and slide the wheel back to where he can reach it.
The instruments are stepper motor driven, not your conventional analogue electrical gauge, therefore the needles will stay where they were when power is cut to the motors.
Being off zero also helps on start up. Unless you have some expensive method of remembering position, the first step in a motion application is to establish the Home or Zero point. Thats why when you first power the dash you see the needle drive back to the brass stop pin and then forward to the zero mark.
